Liberty County Development Authority

Gray & Pannell LLP acted as bond counsel for the Liberty County Development Authority on the issuance of its Water and Sewer Revenue Bonds, Series 2008.  The Series 2008 Bonds were issued in the principal amount of $10,000,000 and were used to expand and construct additions and improvements to the water and sewer system of the Authority.

Georgia Trend’s 2008 Legal Elite

Jim Pannell has been named as a member of the 2008 Legal Elite by Georgia Trend Magazine.  Lawyers were nominated and voted on by other Georgia Lawyers in 10 different practice areas.  Jim was selected as one of the state’s top lawyers in Municipal Finance.  Jim will be listed along with the other lawyers recognized in the December 2008 issue of Georgia Trend Magazine.

Public Records & Open Meetings Seminar

Jim Pannell and three other Savannah lawyers, Tom Mahoney, Charlie Barrow, and Ben Perkins, presented a seminar at the Coastal Georgia Center in Savannah on September 25, 2008 entitled “What you need to know about Public Records and Open Meetings in Georgia.” Jim’s presentation covered the ethical basis of open government laws and potential legislative changes in Georgia. The seminar was sponsor by Lorman Educational Services.

Atkinson County School District

Gray & Pannell LLP served as bond counsel to the Atkinson County School District on the issuance of $3,000,000 of General Obligation Sales Tax Bonds, delivered on September 16, 2008.  The bonds were authorized along with the reimposition of the ESPLOST by the voters of Atkinson County on July 15, 2008.  The proceeds of the issue will be used by the school district to make capital improvements to schools in the County.

Colquitt County School District

On September 9, 2008, the Colquitt County School District issued $9,800,000 of General Obligation Sales Tax Bonds.  Gray & Pannell LLP served as bond counsel to the School District.  The bonds were the first series of bonds to be issued by the School District after the voters of Colquitt County authorized the reimposition of the ESPLOST and $20,000,000 of general obligation sales tax debt.  Proceeds of the bonds will be used by the School District to renovate and construct new educational facilies for the school system.
