$7,500,000 Gilmer County Building Authority

On November 19, 2008, the Gilmer County Building Authority issued $7,500,000 of revenue bonds on behalf of Gilmer County to finance the completion of the new Gilmer County Courthouse and to renovate and equip the former Gilmer County Library for use by Dalton State College.  Gray & Pannell LLP acted as bond counsel on the transaction.  The Courthouse project will complete the Courthouse which began construction in 2006 to replace the former Courthouse which was built in the early 1900′s.  The library project will allow Dalton State College to begin offering classes in Ellijay in early 2009.  The attorneys of Gray & Pannell LLP are proud to have a long standing relationship with Gilmer County and have financed over $70,000,000 worth of projects for the County since 2004.

City of Gray

Gray & Pannell LLP served as special counsel to the City of Gray, Georgia in the closing of an Installment Sale Agreement with the Georgia Municipal Association on November 20, 2008.  The financing was accomplished through GMA’s Bricks and Mortar Program.  The $495,000 financing enabled the City of Gray to purchase a new building to house administrative offices including the City’s Police Department.

Economic Development Law Seminar

On November 20, 2008, Jim Pannell and Jon Pannell served as part of the faculty for the Economic Development Law Seminar in Atlanta, Georgia, sponsored by the Institute of Continuing Legal Education in Georgia.  Jim and Jon’s presentation, Emerging Issues in Economic Development, covered development district financing including Tax Allocation Districts (TADs), Community Improvement Districts (CIDs), and other development district financing methods.  Materials from the seminar are available by contact the offices of Gray & Pannell LLP.

LaFayette, Georgia

Gray & Pannell LLP served as bond counsel to the City of LaFayette, Georgia on the issuance of $3,400,000 of its General Obligation Sales Tax Bonds.  The proceeds of the bonds will be used by the City for various capital outlay projects of the City.  The Bonds were authorized by the voters of the City and Walker County in conjunction with the reimpoisition of the special local option sales tax (SPLOST) in Walker County on July 15, 2008.
