Jim Pannell and three other Savannah lawyers, Tom Mahoney, Charlie Barrow, and Ben Perkins, presented a seminar at the Coastal Georgia Center in Savannah on September 25, 2008 entitled “What you need to know about Public Records and Open Meetings in Georgia.” Jim’s presentation covered the ethical basis of open government laws and potential legislative changes in Georgia. The seminar was sponsor by Lorman Educational Services.

On September 4, 2008, Jim Pannell and Jon Pannell spoke at the Annual Institute for City and County Attorneys in Athens, Georgia. Their presentation, “Development Districts - IDDs, CIDs, and TADs” covered an overview of creating and financing bonds through the use of Infrastructure Development Districts, Community Improvement Districts, and Tax Allocation Districts in the State of Georgia.
