On May 15, 2008, the Sinclair Water Authority issued three series of revenue bonds totaling $14,714,320 to provide funds to build a new water treatment plant on Lake Sinclair. The new treatment plant will service Putnam and Baldwin counties. Jim Pannell and Jon Pannell acted as Bond Counsel on the transaction. The Bonds were issued and sold to the United States of America Department of Agriculture, Rural Development in combination with a grant from Rural Development of $1,907,000 to complete the new plant.

On April 24, 2008, Jon Pannell and Jim Pannell served as bond counsel for the Worth County School District on the issuance of its $10,000,000 Worth County School District General Obligation Bonds, Series 2008. The Bonds will be used by the School District to construct a new middle school in Worth County.

Tom Gray acted as Bond Counsel and Issuer’s Counsel for the issuance of two series of Bonds for Savannah State University. The $26,245,000 Savannah Economic Development Authority Revenue Refunding and Improvement Bonds (SSU Foundation Real Estate Ventures, LLC University Village Project), Series 2008A and the $22,975,000 Savannah Economic Development Authority Revenue Bonds (SSU Foundation Real Estate Ventures, LLC Indigo Pointe Project), Series 2008B were delivered on February 27, 2008.
