Tom Gray, Jim Pannell, and Jon Pannell served as bond counsel on over $650 million of Georgia municipal bonds, county bonds and city government bonds issued by local governments, school districts and public authorities during 2007. Tom has over forty years of experience as bond counsel, and Jim has worked in the area of government and public finance for over thirty-three years. During this time, the Savannah law firm’s partners have rendered approving opinions on over $11 billion of new tax-exempt bond financings.
